Fumigation-Free Plastic Pallets: ISPM 15 Compliance Guide for Export to Europe and North America

Short answer: Plastic pallets are exempt from ISPM 15 fumigation and heat-treatment rules because they are non-wood and do not carry wood-boring pests. For exporters shipping to Europe, the United States, Canada, Australia and Japan, this means faster customs clearance, lower documentation costs and fewer cargo delays than wooden pallets.

At LSY Plastic, we manufacture HDPE and PP export pallets that move through global ports every day. In this guide we explain how ISPM 15 applies to pallets, why plastic is treated as fumigation-free, what buyers should verify before loading a container, and how to choose the right design for air, sea and cross-border road freight.

What Is ISPM 15 and Why Does It Matter?

ISPM 15 is an international phytosanitary measure published by the International Plant Protection Convention (IPPC). It requires solid wood packaging material — pallets, crates, dunnage and box boards — to be either heat-treated (HT) to 56 °C core temperature for 30 minutes or fumigated with methyl bromide (MB). The wood must then carry the official IPPC mark in a visible location.

The regulation exists to stop the spread of invasive insects such as the Asian long-horned beetle and pine wood nematode. Many customs agencies, including EU member-state plant health services, USDA APHIS in the United States and CFIA in Canada, reject shipments or demand re-export treatment when wood packaging lacks a valid mark.

Are Plastic Pallets Exempt from ISPM 15?

Yes. ISPM 15 applies only to wood packaging material. Pallets made entirely from plastic, composite engineered wood tested to specific standards, or processed wood products such as plywood, OSB and particle board are generally exempt because processing or non-wood composition removes pest risk.

This exemption is the main reason many exporters switch to plastic pallets instead of wooden pallets. With plastic, there is no:

  • heat-treatment certificate to renew
  • IPPC stamp to inspect before every shipment
  • risk of mark fading, falling off or being rejected by a strict inspector
  • need to segregate export-only pallets from domestic stock

One-way export plastic pallets are especially popular for single-use sea freight because they can be recycled at destination instead of returned.

Cost and Time Savings of Fumigation-Free Pallets

Fumigation or heat treatment adds a per-pallet cost that ranges from $2 to $8 depending on region, facility volume and turnaround time. It also adds 24–72 hours to shipment preparation. For a 40 ft container carrying 500 to 700 palletized units, that treatment fee becomes a real landed-cost factor.

Cost factor Wooden pallet Plastic pallet
Heat treatment / fumigation $2–8 per pallet $0 (exempt)
IPPC marking audit Required Not required
Customs hold risk Higher if stamp missing Minimal
Return/reuse logistics Expensive Optional recycling at destination

Beyond treatment cost, a rejected pallet can cause demurrage, inspection fees and missed delivery windows. Plastic pallets remove that variability from the supply chain.

Choosing the Right Plastic Pallet for Export

Not every plastic pallet is ideal for every export lane. Buyers should match the pallet to the load, the handling method and the destination recovery plan.

9-Leg Nesting Pallets

These are the lightest and lowest-cost option. Nesting legs reduce return volume when empty. They suit air freight and light consumer-goods exports up to about 500 kg dynamic load. They are usually forklift entry on two sides.

Chuan-Style (3-Runner) Pallets

Chuan-style bottom decks offer four-way forklift and pallet-jack entry and perform well in racking and conveyor systems. They are the preferred export choice for heavier cartons, drums and machinery.

Tian-Style (Full Perimeter) Pallets

Tian-style pallets provide the most stable base for double stacking in containers and heavy rack loads. They are common for automotive, electronics and food-grade exports where footprint stability matters.

Container Loading Tips for Export Pallets

Efficient loading protects product and minimizes freight cost per unit. As a rule, place heavier pallets on the floor and keep the center of gravity low. Use corner posts or void fillers when double stacking to prevent top-layer movement.

Standard 1,200 × 1,000 mm euro pallets usually fit 10–11 units across a 20 ft container length and roughly 20–22 in a 40 ft container depending on product overhang. For exact counts and loading patterns, see our pallets-per-container guide.

FAQ

Do plastic pallets need any export certification?
Plastic pallets do not need ISPM 15 treatment or IPPC marking. However, buyers should still obtain a material certificate, load-capacity test report and, for food or pharma shipments, relevant FDA, EU or HACCP compliance documents from the manufacturer.

Can recycled plastic pallets be used for export?
Yes, provided the recycled blend meets the required load rating and the supplier can trace material origin. LSY Plastic uses consistent HDPE/PP blends so load capacity remains predictable across batches.

Are plastic pallets accepted in the European Union?
Yes. EU plant health rules apply to wood packaging, not to plastic. Many EU importers prefer plastic pallets for hygiene and reuse programs as well.
